We Will Rock You, Mamma Mia, Sunny Afternoon are musicals with songs by only one band. I think Rock Of Ages used 2 or 3 bands but the songwriters may have been the same.
There is 40 years of popular music to choose songs from for jukebox musicals. The songs should be the best fit for the story, not just because a certain songwriter wrote them. Surely it is possible to get the rights to use 20 songs from different songwriters for a single musical ?

Well in the case of Jersey Boys, Sunny Afternoon, Beautiful etc... it makes sense with those kind of shows because they are actually the stories of that specific band or artists life. Though Beautiful were smart by including the story of another writing duo who was part of Carole's life, in order to expand the choice of music in the show.

Cost. Shows like motown and rock of ages struggled to turn a profit due to the royalties

I think it probably sells better. A show that promotes itself as "a new musical with the songs of {artist}" is an easier sell than "a new musical with songs". Kind of like a box labelled "ham and leek pies" is an easier sell than one that proudly proclaims "edible pies"*.
* Now with nutrition. Best served.

If a certain singer or band has good songs and catchy songs that everyone knows and likes then a musical is a good way of getting punters in.
Mamma Mia has songs nearly everyone knows and that's done amazingly! The songs all fit nicely and they are the real steal of the show

The great-great-great-grandfather of the juke-box genre used tunes from many different sources - The Beggar's Opera. John Gay picked whatever music was popular at the time and suited his purpose - operatic tunes, folk songs and popular street ballads.
